Pennsylvania Avenue Binghamton City Line To Pennsylvania State Line

Shumaker Consulting Engineering & Land Surveying, P.C. (SCE) evaluated non-standard features and pavement for 12.1 km. of Pennsylvania Avenue (CR 117).

Design recommendations and cost estimates were prepared to address rehabilitation of the roadway, including the upgrade of five (5) intersections to current design standards. A series of rehabilitation design options were prepared and a cost/benefit analysis was performed to identify the preferred option for roadway reconstruction.

A pavement investigation was performed, including non-destructive deflection testing, visual inspection, and pavement coring.

Additional tasks included pavement rehabilitation using recycled asphalt pavement with selective section reconstruction as well. Other roadway improvements included wider shoulders, new guide rail, ditch reshaping, and utility relocations. SCE was responsible for design survey and mapping, ROW survey and mapping, alternatives evaluation, and design report preparation.

SCE participated in public information meetings, performed highway design, prepared construction plans/specifications, and provided construction support for this project.


NYS Route 17
Five Mile Point-Occanum

County of Broome, New York  

This project converted 9.7 kilometers of 4 lane divided highway from a partially controlled access to full control access in the Towns of Kirkwood and Windsor, New York. It eliminated at-grade intersections and provided new interchange access, service roads, overpasses, and an upgraded local road system.

Shumaker Consulting Engineering & Land Surveying, P.C. (SCE) performed all final highway and drainage design tasks including PS&E documents for the eastern section of the project from GAF Road to Occanum (approx. 4.5 km). Final design tasks included: survey and mapping; horizontal/vertical highway/ramp alignment development; drainage/utility design; large culvert design; M&PT, signing, pavement marking (9.7km); final design for the diamond interchange at Exit 78 and 1.3 km of new 2-lane local road.
Survey tasks included 50 ROW maps, design survey/mapping stream survey for hydraulic analysis, and wetland mapping.


Sanitaria Springs & Old State Road Intersection
County Routes 68 & 217 Reconstruction

Town of Nanticoke, New York       

This project provided highway design services for rehabilitation of a 2.2-kilometer section of an existing two-lane rural roadway

The scope of design included pavement and safety improvements.

Roadway improvements included pavement reconstruction and/or overlay, a new pre-cast, concrete, three-sided structure w/ new alignment, shoulder reconstruction, guide rail, ditch rehabilitation, and utility relocations.

As prime consultant, Shumaker Consulting Engineering & Land Surveying, P.C. (SCE) performed all design tasks (except soils testing/analysis for a new 4' embankment).

SCE was responsible for design survey/mapping, ROW survey/mapping, development/evaluation of design alternatives, public information meetings, hydraulic investigation, structure design, highway design, plan preparation, construction specifications, engineer’s estimate, and construction support.
