LISA C. DOLPHIN, P.E. – SENIOR MANAGING ENGINEER, WATER RESOURCES
Ms. Dolphin’s career has focused on developing expertise in Water Resource Engineering. This expertise includes mastering technical skills in stormwater management, flood risk management, watershed studies, highway drainage, Dam safety, FEMA compliance, and riverine modeling for bridge, culvert, and stream restoration projects. Lisa leads the Water Resource Division, responsible for the execution and project delivery of all technical assignments and for ensuring staff has the necessary resources and support for project success. Lisa focuses her talents on building client relations to become a trusted advisor – keenly aware of the importance of listening to all stakeholders. Lisa takes a bold, proactive approach to business development by actively seeking out new clients and opportunities. Naturally optimistic and passionate about engineering are two of Lisa’s qualities that add value to the Shumaker leadership team. Business acumen, appreciation for the vital role information technology plays in the industry, and strategic vision are strong areas of expertise for Lisa.
Lisa works closely with staff to ensure assignments provide the opportunity for professional growth, skill set development, and continual process improvement of technical competencies. Lisa strives to provide each staff member with the opportunity to do fulfilling work. Staff development and engagement in the industry are important values in the water resources division. Lisa encourages staff to be active in technical organizations including ASDSO, ASFPM, NYSFSMA, and the TRB. Lisa is keenly aware of the importance of being at the forefront of topics related to climate change and flood risk management, evidenced by her role in chairing the NYS DEC Committee for ACEC NY. Green Infrastructure design is an area of particular interest and Lisa published an article on the effectiveness of Green Infrastructure practices in the New York State Floodplain and Stormwater Managers Association newsletter. This article highlighted runoff reduction and water quality benefits achieved on a vital transportation connector route and received recognition from ACEC NY as an engineering excellence award winner.
Lisa is committed to working with our communities to ensure projects include flood resilience solutions to the flooding problems experienced across New York, Pennsylvania, and Ohio. Key services provided under Lisa’s leadership include flood risk management, stream restoration and stabilization, stormwater management, FEMA approvals, and Dam safety. Lisa oversees implementation of policy and procedures for quality assurance and best practices and is responsible for leading project proposal efforts, aiding other division managers during scope development to identify planning and scheduling requirements and coordinate staff assignments. Ms. Dolphin is a proud graduate of the ACEC New York Leadership Institute and believes that “a leader is anyone who takes responsibility for finding the potential in people and processes, and who has the courage to develop that potential.”
